Welcome to the OAMR Scholarship Program. Take a look at all the different Scholarships available for OAMR Members.

OAMR's Mission is to enhance the quality of the office of Municipal Recorder and to encourage dedication to the profession by providing educational experiences of the highest quality. As part of our ongoing focus  towards providing our members with educational opportunities, several scholarships have been developed to provide financial assistance to those members who might not be able to participate due to funding restrictions.  Presently, OAMR provides scholarships for attendance at the Professional Development Institute, Mid-year Academy, and for conference attendance.  In 1999 the Association developed the Kathy Ishiara Memorial Scholarship fund.  Each year we have increased the budgets for scholarships and encourage you to apply, apply, apply!

Professional Development Scholarships - Adopted December 1, 2006
 

Purpose:  The purpose of the PD I, II, III and IV scholarships are to encourage and provide financial support for OAMR members to attend the Professional Development seminar series, with the goal of achieving Certified Municipal Clerk status or working towards their Master Municipal Clerk (MMC) status, through IIMC. 

Scholarships will be awarded based on funds budgeted per year.  Scholarships are awarded to cover the cost of registration.  Typically, the cost for room and board is not covered by the scholarship; however, it is at the discretion of the Scholarship Committee to request the OAMR Board approve some funding of room and board costs if the amount of applications received and approved is less than the amount in the approved OAMR budget.  Applications will be ranked by the use of a points system.  At the end of each selection criterion below, the point(s) awarded for meeting that criterion is noted.  In the event of a tie, the earliest date(s) of submission will be used to determine who is awarded funding.

To ensure eligibility for future scholarship awards, scholarship recipients will be required to submit a report detailing the benefits received from their attendance at the Northwest Clerks Institute within 30 days.  The report will be submitted to the Chair of the Scholarship Committee for distribution to the OAMR Executive Board and for possible publication in the OAMR Newsletter.

Selection Criteria:

  1. Applicant has been in their position which qualifies them as an Full Member or Associate Member of OAMR for a minimum of one year.  (1 Point)

  2. Applicant is a member of OAMR.  (1 Point)

  3. Applicant is a member of IIMC.  (1 Point)

  4. Applicant has made contributions to OAMR, including committee work and offices held. (1 Point per year per committee; and 1 point for each OAMR Office held)

  5. First time applicant - Having never applied for this particular OAMR Scholarship or if you have previously applied but have never received a scholarship, you are considered a first time applicant. (5 Points)

  6. Applicant is pursuing their Certified Municipal Clerk (CMC) designation or seeking to re-certify their CMC designation.  (1 Point)

  7. Applicant is pursuing their Master Municipal Clerk (MMC) designation.  (1 Point)

  8. Number of OAMR Conferences attended.  (1 Point each year)

  9. This is the only OAMR Scholarship Applied for During the Current Budget Year (November 1st through October 31st) (1 Point)

Documentation Required:

  1. Completed application.   PD Scholarship Application 

  2. Letter of support from Supervisor and/or City Manager or Mayor.

  3. Demonstrated financial need, which will include (at a minimum) a letter from the City Manager and/or Mayor defining financial need, whether the need is for total or partial funding, and where additional funding (i.e. room and board costs) would be secured.

Mid-year Academy Attendee Scholarship Criteria

Purpose:  The mid-year academy is a one-day, 6 hour course on such topics as elections, personnel issues and other topics pertaining to the recorder's position.  The academy session is normally held in late March or early April.  This class is approved by the IIMC for Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) credit and can apply towards these certifications.

Scholarships will be awarded based on funds budgeted per year.  Scholarships are awarded to cover the cost of registration.  Applications will be ranked by the use of a points system.  At the end of each selection criterion below, the point(s) awarded for meeting that criterion is noted.  In the event of a tie, the earliest date(s) of submission will be used to determine who is awarded funding.

To ensure eligibility for future scholarship awards, scholarship recipients will be required to submit a report detailing the benefits received from their attendance at the academy within 30 days.  The report will be submitted to the Chair of the Scholarship Committee for distribution to the OAMR Executive Board and for possible publication in the OAMR Newsletter.

Annual Conference Academy Scholarship Criteria Adopted 12/1/06

Scholarships will be awarded based on funds budgeted per year.  Scholarships are awarded to cover the cost of registration.  Applications will be ranked by the use of a points system.  At the end of each selection criterion below, the point(s) awarded for meeting that criterion is noted.  In the event of a tie, the earliest date(s) of submission will be used to determine who is awarded funding.

OAMR Conference Attendance Scholarship

Purpose:   Conference scholarships are provided to encourage broader participation at conferences, by members who may not otherwise be able to participate in the conference activities.  This award is for registration only, and does not include lodging accommodations, travel, or meals not included in registration.   

Scholarships will be awarded based on funds budgeted per year.  Scholarships are awarded to cover the cost of registration.  Applications will be ranked by the use of a points system.  At the end of each selection criterion below, the point(s) awarded for meeting that criterion is noted.  In the event of a tie, the earliest date(s) of submission will be used to determine who is awarded funding. 

To ensure eligibility for future scholarship awards, scholarship recipients will be required to submit a report detailing the benefits received from their attendance at the academy within 30 days.  The report will be submitted to the Chair of the Scholarship Committee for distribution to the OAMR Executive Board and for possible publication in the OAMR Newsletter. 

Selection Criteria:

  1. Applicant is a member of OAMR.  (1 Point)

  2. Applicant is a member of IIMC.  (1 Point)

  3. Applicant has served in their current position for less than one year. (2 points)

  4. First time applicant – A first time applicant is when you have never applied for this particular scholarship before, or if you have applied for the scholarship, but never received it. (5 Points)

  5. Applicant is pursuing their Certified Municipal Clerk (CMC) designation or seeking to re-certify their CMC designation.  (1 Point)

  6. Applicant is pursuing their Master Municipal Clerk (MMC) designation.  (1 Point)

  7. This is the only OAMR Scholarship Applied for During the Current Budget Year (November 1st through October 31st) (1 Point)

Documentation Required:

IIMC Conference Scholarship Criteria

Purpose:   IIMC Conference scholarships are awarded in honor of the memory of former Medford City Recorder Kathy Ishiara and to recognize Margery A. Price, the “Mother of OAMR”.  The scholarships are awarded at the Annual OAMR Banquet to be used for the following IIMC Annual Conference, which is usually held in May. 

Scholarships will be awarded based on funds budgeted per year.  Two (2) scholarships are awarded per year in the amount of $1,000 each.  Applications will be ranked by the use of a points system.  At the end of each selection criterion below, the point(s) awarded for meeting that criterion is noted.  Applications for scholarships are submitted to the OAMR Scholarship Committee.  The committee will review, rank, and submit a recommendation to the OAMR President, who makes the final award of scholarships.

To ensure eligibility for future scholarship awards, scholarship recipients will be required to submit a report detailing the benefits received from their attendance at the conference within 30 days.  The report will be submitted to the Chair of the Scholarship Committee for distribution to the OAMR Executive Board and for possible publication in the OAMR Newsletter.

 Selection Criteria:

  1.  Applicant has been in their position which qualifies them as an Full Member or Associate Member of OAMR for a minimum of one year.  (1 Point)

  4. Applicant is a member of an IIMC Committee (2 Points)

  6. First time IIMC Conference Attendee – Having never attended an IIMC Conference. (5 Points)

  7. Applicant is pursuing their Certified Municipal Clerk (CMC) designation or seeking to re-certify their CMC designation.  (1 Point)

  8. Applicant is pursuing their Master Municipal Clerk (MMC) designation.  (1 Point)

  9. Number of OAMR Conferences attended.  (1 Point each year)

  10. This is the only OAMR Scholarship Applied for During the Current Budget Year (November 1st through October 31st) (1 Point)

Documentation Required:

  1. Completed application.  (Application .pdf)

  2. Letter of support from Supervisor and/or City Manager or Mayor.

  3. Demonstrated financial need, which will include (at a minimum) a letter from the City Manager and/or Mayor indicating the applicant will be allowed the time away from their position to attend the conference, and how costs not covered by the scholarship will be funded.

Attend IIMC Conference in May Pays a flat amount to be used for registration or other portions of total cost; approximately $1,000 Deadline - late August for use at conference the following year.

IIMC Scholarships

   
 

The Municipal Clerks Education Foundation of IIMC (MCEF) is offering scholarships for clerks, who are IIMC members, to attend Certification and Master Municipal Clerk Academy Institutes.  The certification scholarship is for $300.00 and the Master Municipal Clerk Academy Scholarship is for $100.00.
